If a guy is naked and a girl has underwear on and they go through the motions of sex, is it possible for a girl to get pregnant?

The short answer is no. 

What you're describing is usually called dry sex or outercourse. Dry sex means different things to different people. Some people think it means taking off all your clothes and going through the motions of sexual intercourse, (thrusting and rubbing against each others' bodies), without ever inserting the penis into the vagina. Other people think it means doing this with clothes on. 

Dry sex with clothes on is the safest. It's virtually impossible to get pregnant or a sexually transmitted disease this way. If a guy ejaculates (cums) with clothes on, then there is no way for the sperm to get through his clothes and into the female's vagina. The same is true if the girl has underwear or other clothes on.

If a couple is naked, though, and he cums near the opening of the vagina, there's a chance she can get pregnant. It can also be more difficult to control your desires and hormones once you take off your clothes. And that can lead to unsafe sex. So, it's a lot safer for both people to keep clothes on. That way, you can enjoy closeness without the risk.
